The church committees claimed to have restored the “church of the people.” They offered the candidates of the preaching seminaries “legalization,” and thus employment as pastors, provided that they would submit to examination by the church consistory (Renate Wind, Dietrich Bonhoeffer: A Spoke in the Wheel, 105).
