This explains, first, why so few people are capable of taking precautions in advance–they always fancy that they will somehow or other avoid the danger, till it is too late. Secondly, it explains their insensibility to the sufferings of others; sympathy grows in proportion to the fear of approaching disaster. There is a good deal of excuse on ethical grounds for this attitude.
